XHTML and CSS are markup standards that can be thought of as the building codes for web page construction.
If your web pages are built to code they will perform better and be more reliable. Professional developers build to code.
Using valid markup is the first step in any SEO work. Anybody selling you SEO services without first recommending that your pages use valid markup, are wasting your money.

Approximately 8% of people have some form of color blindness. I check all my sites to ensure that they can be read by the color blind.

It is estimated that up to 20% of people have some form of disability. I perform automated accessibility testing on every site I develop.
Automated tests are neccessary but are not sufficient to ensure that your web site meets accessibility guidelines.
To make a web site truly accessible the developer must personally evaluate the web site against each requirement in the guidelines.
The http://data.nceo.info/ web site listed in my portfolio had very high requirements for accessibility because of the subject matter and audience of the web site. This project allowed me to become very proficient in designing with accessibility in mind.

The internet is hostile, very hostile!
Within 30 seconds of going online web sites begin being probed around the clock by malicious software called "robots" or "worms".
These programs scan web sites for common Vulnerabilities. Some are attempting to steal personal information, others are trying to automatically fill in forms to post ads and other spam to your web site.
Web sites that do not guard against these attacks are sitting ducks for criminals and vandals.
This icon next to a site indicates that I have tests with a collection of web site security scanners to identify and reduce vulnerability to Cross Site Scripting attacks, SQL injection attacks, or other threats.
Tech Note: I exclusively use parameterized stored procedures and permission chaining.

Web sites that display this icon comply with the Platform for Privacy Preferences 1.0 (P3P1.0) Specification. This means that the web site contains a valid privacy policy, it does not mean that you will agree with that policy. Please read the privacy policy of web sites that you frequent.

Performance
Proper web site design can enhance technical performance. Web sites that are optimized for performance are more responsive to visitors, reduce bandwidth requirements and lower hardware requirements.

Search Engine Optimization
Search engine optimization (SEO) is a design issue it is not simply researching "keywords". The internet is hyper-competitive and I consider my SEO methods to be trade secrets. What I can say is that I take no shortcuts. Proper SEO takes effort on my behalf and yours, I promise I will hold up my end.
My standards are always rising. The higher the SEO version number in the ICON the more the web site is an example of my current standards.
